Conformity documentation cannot be backdated.

Every packaging on the EU market must have conformity documentation — on the day it is placed, not on the day of the inspection. Surveillance does not ask whether you are working on it. It asks for the document.

What is at risk

What a market surveillance authority can do to your batch

Three administrative decisions, and they reach goods already on the market.

  1. 01

    Demand the documentation

    The authority calls on you to produce the declaration and the technical documentation. It sets the deadline, not you.

    You have days, not months.

  2. 02

    Suspend the batch

    Without the documentation, sales can be suspended. The goods sit in your warehouse or at your customer's.

    You pay for storage and explain yourself to the customer.

  3. 03

    Order a recall

    Next in line — an order to recall the batch. You pay for the logistics and the disposal.

    Financial penalties are set by national law.

Responsibility rests with whoever places the packaging on the market. Not the supplier, not the printer, not the customer.

What you must produce

Three documents, not one

The declaration alone is not enough. The full set counts — and whether one follows from the next.

A

Declaration of conformity

A signed statement that the packaging meets the requirements. One per product, numbered and dated.

Without it you have nothing to answer the demand with.

Technical documentation

Construction, material composition, component masses, the Annex VII assessment.

Without it the declaration is a bare assertion.

C

Supplier evidence

Statements, test reports, technical data sheets — for each material separately.

Without them the documentation rests on your own guess.

The dashboard

The moment you log in you see how many packaging types are ready to declare and what is holding the rest up.

Components and mass balance

You enter unit mass and quantity. The app works out the percentage shares itself and holds you to a total of 100%.

Risk assessment in PPWR24: a header reading “4 risks detected from your data” and the first two entries — a heavy metals total above the 100 mg/kg limit, and missing evidence on PFAS and SVHC — each with a recommended action.

Risks pulled out of your own data

The app points at the problem and at what to do about it. Here: heavy metals at 112 mg/kg against a limit of 100.

The declaration list: a note that documentation is kept for 10 years and that a signed declaration cannot be deleted or edited, and a row with its number, version, date, mass, a “full” status and language versions.

Declarations and the archive

Each document gets a number and a version. A signed one cannot be swapped — a correction is a new version and the old one stays in the archive.

Where it falls apart

One missing piece of evidence decides which document you get

Companies do not come unstuck on a missing declaration, but on not knowing which piece of evidence they lack. And a spreadsheet counts an empty field as zero.

The adhesive is 3.5% of the mass — and it is the adhesive that decides which document you get. In a spreadsheet the same records come out clean.

Conditional is not a failure

A conditional declaration records what you knew on the day you signed. When the supplier sends the evidence you issue the full one, and the previous stays in the archive, dated.

How it works

From the supplier's document to your signature

    You upload the supplier documents

    The model extracts the number, date, batch and concentrations. A blank field stays blank — “not stated” is not “zero”.

    You break the packaging into components

    The mass balance is calculated from the masses you entered. No rounding in your favour.

  3. 3

    You see the gaps ranked by mass

    The heaviest first — because that decides which document you get.

  4. 4

    You issue and sign

    A document with a checksum and a snapshot of the data as of the signing date, in eight EU languages.

The app does not sign for you and does not guess values that are not in the evidence. Responsibility rests with the person who signs.

Frequently asked questions

What can I see before buying?

A demo with a populated file, a mass balance and a risk assessment — no sign-up and no card. Plus seven questions that tell you whether the regulation applies to you at all.

Does the app guarantee compliance with the regulation?

No, and no app can. Responsibility for the content of a declaration rests with the person who signs it. PPWR24 makes sure the document is built on data you actually hold and states plainly what is missing.

Who is responsible for the content of a declaration?

The person signing it on behalf of the company placing the packaging on the market. That is why the app does not sign for you and does not guess values that are not in the evidence.

Which supplier documents qualify as evidence?

A statement of compliance with the Art. 5 limits, a test report from an accredited laboratory, a technical data sheet naming the material, or a manufacturer's material declaration. The app assesses each one and says whether it is enough.

What happens to my declarations if I stop paying?

Export is free and always available, during and after. For 90 days after expiry the account is read-only, then it is frozen, and the data is deleted 90 days after that.

Does my data go into an AI, and where is it processed?

Documents are processed to extract data into your own records. We do not train models on them and we do not share them with other customers. Data is stored in the European Union.

How many companies can I run on one account?

On Active, up to five legal entities on one account, each with its own file and archive. The assistant is capped at 500 queries a month per account.

Do I need to install anything?

No. The app runs in the browser. You need an account and your suppliers' documents.
