What is the PPWR?

Who does the PPWR apply to?
Packaging manufacturers, companies that pack their own goods, importers and distributors. Obligations differ by role in the chain — the declaration is issued by whoever places the packaging on the market.
What is a packaging declaration of conformity?
A document in which a company confirms that the packaging meets PPWR requirements, including the heavy metal limits in Art. 5. It must be backed by technical documentation and supplier evidence.
When did the PPWR start to apply?
The regulation entered into force on 11 February 2025 and its key requirements have applied since 12 August 2026. From that date, packaging placed on the EU market must have conformity documentation.
